A 'dedicated site' is an area of agricultural1 land which on 17 June 1986 was dedicated to the disposal of sludge2 but on which commercial food crops were being grown exclusively for animal consumption3, and if the concentration of zinc, copper, nickel, lead, cadmium or mercury in the soil of an agricultural unit4 forming part of such a site exceeds the permitted concentration for that substance
