A licence holder1 must not introduce or supply a worker2 to a labour user3 to perform either:
(1) the duties normally performed by a worker who is taking part in a strike or other industrial action (the 'first worker')4; or
(2) the duties normally performed by any other worker employed by the labour user and who is assigned by the labour user to perform the duties normally performed by the first worker5,
unless in either case the licence holder does not know,
