The licence holder1 must not in respect of a worker2 whom the holder has introduced or supplied to a labour user who has then employed the worker:
(1) pay or make arrangements to pay to the worker the worker's remuneration arising from the employment with the labour user, or
(2) introduce or refer the labour user to any person with whom the licence holder is connected with a view to that person paying, or making arrangements to pay the remuneration to the worker3.
