The Secretary of State and the Welsh Ministers1 may by regulations make such provision as they think fit as respects the manner in which the Controller of Plant Variety Rights2 is to discharge his functions3, in particular as respects applications for the grant of plant breeders' rights4 and other applications to the Controller5. Such regulations may, in particular:
(1) make provision for restricting the making of repeated applications on the same subject6;
(2) prescribe the circumstances in which representations may be made regarding any decision on an application or in connection with the charging of fees7;
