Every marketing scheme1 must prohibit sales of the regulated product2 by any producer3 who is neither registered nor exempted from registration by or under the scheme4. Schemes may also, with the approval of the Secretary of State and the Welsh Ministers5, include additional provision:
(1) requiring registered producers6 to sell the regulated product or certain descriptions or quantities thereof only to, or through the agency of, the board7;
(2) for the determination from time to time of quantities or descriptions of the regulated product which may be sold, and of the price at, below or above which, the terms
