The Secretary of State and the Welsh Ministers1 may jointly by regulations2:
(1) impose specified prohibitions3 in relation to pesticides4, but exclude from them pesticides of a description specified in the regulations5;
(2) provide that they may jointly give their approval6, in relation to pesticides of a description specified in the regulations, to the doing of anything that would otherwise be prohibited by virtue of the specified prohibitions7;
(3) provide for the imposition of conditions on an approval when or after it is given8;
(4) provide for the giving of consent by the Secretary of State and the Welsh
