Every marketing scheme1 must provide for the registration of any producer2 of the regulated product3 who makes an application for that purpose4. As soon as practicable after any scheme, other than a substitutional scheme5, comes into force, the board6 must publish7 a form of application for registration as a producer under the scheme8. With this it must also publish a notice stating:
(1) the nature of the regulated product and the area to which the scheme applies9;
(2) the classes or descriptions of producers who are exempted from registration and the procedure required, if any, for securing exemption10;
