The Secretary of State and the Welsh Ministers1 have power to make rabbit clearance orders designating areas as 'rabbit clearance areas' to be freed, so far as practicable, of wild rabbits, and providing for or regulating the steps to be taken for that purpose2. The occupier3 of any land in a rabbit clearance area must take such steps as may from time to time be necessary for the killing or taking of wild rabbits living on or resorting to the land4 and, where it is not reasonably practicable to destroy the rabbits living on any part of the land,
