EU member states are required to ensure that intra-community trade in pure-bred breeding animals of the bovine species, the semen, ova and embryos thereof, and bulls used for artificial insemination, along with the establishment of herd books and the recognition of organisations and associations which maintain herd books, are not prohibited, impeded or restricted on zootechnical grounds1.
