The Secretary of State and the Welsh Ministers1 may make provision for the supply to any person of any goods or services2 relating to:
(1) the production and marketing of agricultural produce and other food3;
(2) the conservation and enhancement of the natural beauty and amenity4 of the countryside5; or
(3) any other agricultural activity or other enterprise of benefit to the rural economy6.
Such provision includes, in particular, provision for:
(a) the giving of information, advice, instruction and training
