For the purpose of maintaining the purity of seed of any types and varieties of plants of any species of the genus Allium, Beta or Brassica1, the Secretary of State and the Welsh Ministers2 may serve on the occupier of land3 on which controlled crops or plants are growing4 a notice requiring him to take specified steps to prevent injurious cross-pollination in the protected crop5.
