For the purpose of facilitating the production of seedless hops in England1, the Secretary of State2 may serve on the occupier of land3 on which any male hop plants are growing a notice requiring him to take, within such time as may be specified in the notice, such steps for the removal, treatment or destruction of those plants as may be so specified for the purpose of preventing those plants from becoming or remaining an actual or potential cause of pollination in female hop plants in the area
