If at any time the Secretary of State is, or the Welsh Ministers1 are, satisfied with respect to animals of any non-indigenous mammalian species2 that by reason of their destructive habits it is desirable to prohibit or control their importation3 or keeping, and to destroy any which may be at large or keep under review whether any which may be at large should be destroyed, he or they may prohibit by order4, either absolutely or except under licence5, the importation into and the keeping within Great Britain of any animals of that species6.
