If it appears to the Secretary of State or the Welsh Ministers1 expedient to do so in order to prevent damage to crops, pasture, animal or human foodstuffs, livestock, trees, hedges, banks or any works on land, he or they may serve written notice on the occupier of any land requiring him to take the necessary steps to prevent the escape from captivity of any animals which are kept there2.
