Any person duly authorised by the Secretary of State or the Welsh Ministers1 may, on production if so required of his authority, at all reasonable hours enter any premises2:
(1) which he has reasonable cause to believe to be used for any purpose of a business in the course of which seeds3 are sold4; or
(2) on which he has reasonable cause to believe that there are seed potatoes which have been sold and which are to be delivered, or are in the course of delivery, to the purchaser5.
