An enforcement officer1 who has reasonable grounds for suspecting that either of the offences involving the unlicensed activities of gangmasters2, or any relevant inchoate offence3, has been committed, may arrest without warrant any person whom he has reasonable grounds for suspecting to be guilty of the offence4. He may also arrest without warrant anyone who is about, or anyone whom he has reasonable grounds for suspecting to be about, to commit such an offence or relevant inchoate offence5.
