Grants under a scheme1 are paid by the Secretary of State and the Welsh Ministers2 at such time and in such instalments as they think fit3. The Secretary of State and the Welsh Ministers may, at any time after approving any expenditure for the purposes of a grant under a scheme, revoke the approval in whole or in part and, if any grant has been paid, recover an amount equal to the payment made, if it appears to them:
(1) that any condition subject to which the approval was given or the grant has been made has not been
