A person who fails to comply with certain EU obligations relating to animal by-products ('an animal by-product requirement')1 commits an offence2.
It is an offence:
(1) intentionally to obstruct an authorised person3;
(2) without reasonable cause, to fail to give to an authorised person any information or assistance or to provide any facilities that such person may reasonably require;
