A person is guilty of an offence if:
(1) he wilfully obstructs an authorised officer1 acting in the execution of his powers of inspection and grading2 or his powers in connection with the control of the movement of regulated produce3;
(2) he fails, without reasonable cause, to give to any authorised officer so acting any assistance or information which the officer may reasonably require of him for the purposes of the performance by the officer of his functions in connection with inspection and grading4 or the
