An authorised officer1 must, on request, give written consent2 to the movement of controlled produce if:
(1) he is satisfied that no grading offence3 would be committed if the produce were sold in circumstances in which grading rules4 apply5;
(2) he or another authorised officer has been given a written undertaking, and is satisfied, that the produce will be disposed of in a specified manner which will not constitute a grading offence6; or
(3) he or another authorised officer has been given a written undertaking stating, and is satisfied, that
