The Secretary of State and the Welsh Ministers1 may make either short term or long term loans to agricultural marketing boards. Short term loans are made for the purpose of providing for the expenses of the initial working of a marketing scheme2, are to be repaid within two years unless renewed and may be made free of interest during any period before renewal3, and may be renewed for further periods if the Secretary of State or the Welsh Ministers are satisfied that renewal is required to provide for additional services which the board proposes to undertake
