The Secretary of State and the Welsh Ministers with the approval of the Treasury1 may make or guarantee2 loans to meet expenditure incurred in connection with an approved amalgamation3 or boundary adjustment4. The expenditure must fall under one or more of the following heads:
(1) survey and conveyancing costs5;
(2) compensation6 for disturbance7;
(3) cost of carrying out works or facilities which the Secretary of State considers or the Welsh Ministers consider to be necessary or desirable as a consequence of an amalgamation, or to be necessary as a consequence of a boundary adjustment
