An appeal lies to the Plant Varieties and Seeds Tribunal1 against various decisions of the Controller of Plant Variety Rights2, namely:
(1) a decision to allow or refuse an application for the grant of plant breeders' rights3;
(2) any decision preliminary to the determination of such an application as to the conditions which must be satisfied in connection with the application4;
(3) a decision to allow or refuse an application for a compulsory licence5;
(4) a decision to allow or refuse an application for the extension, limitation, variation or revocation of a compulsory licence6;
(5) a decision to refuse
