Authorised officers of the Secretary of State and the Welsh Ministers1 have power to enter and inspect any land which they have reason to believe is used, or could be used, for livestock rearing purposes2 or in connection therewith3. An officer may not demand entry as of right unless he has given 24 hours' notice of his intention to enter and must, if so required, produce written evidence of his authority4. Obstructing or impeding an officer is an offence5.
