The Secretary of State and the Welsh Ministers1 have power to make improvements on livestock rearing land2 subject to rights of common of pasture3 which they think it is expedient to rehabilitate, and may recover from the persons claiming such rights of common half of the cost of the work4. Before beginning the work the Secretary of State or the Welsh Ministers must publish, in the way he thinks or they think best adapted for informing the owner of the land and the persons with the right of common5, a notice stating his or their intentions and inviting persons
