Every marketing scheme1 must be framed so as to secure that there is a committee of the board2, to be known as the disciplinary committee, constituted of not less than four nor more than six members of the board and an independent chairman3. Every scheme is also to require the disciplinary committee to impose on, and the board to recover from, any registered producer4 who contravenes5 certain provisions of the scheme6 such monetary penalties as may be specified by the scheme7.
