The Controller of Plant Variety Rights is an officer appointed by the Secretary of State and the Welsh Ministers1 who has immediate control of the Plant Variety Rights Office2. In the exercise of his functions the Controller acts under the general direction of the ministers except in relation to the taking of a decision where an appeal lies from his decision to the Plant Varieties and Seeds Tribunal
