For the purposes of executing and enforcing specified feed law1 or carrying out investigations on undesirable substances in animal feed to determine the source of specified undesirable substances2, an authorised officer3 may on producing, if requested to do so, some duly authenticated documentation showing his identity and authority, enter4 any premises5 on which he has reasonable cause to believe:
(1) that feed6 has been, or is being, manufactured or produced, or is being kept for the purpose of being placed on the market, incorporated in another product or used7; or
(2) that there is any feed which the occupier
