Local authorities1 are empowered to appoint inspectors for the purpose of enforcing the EU Regulation relating to fertilisers and its implementing legislation2, and such an inspector may, at all reasonable times and on producing, if requested to do so, some duly authenticated document showing his authority, enter any premises3 for the purpose of ensuring compliance therewith4. If necessary, the authorised officer may secure a warrant to enter premises or to secure entry by force5.
