The Secretary of State, in relation to England, and the Welsh Ministers1, in relation to Wales, are responsible for the enforcement of provisions2 relating to plant protection products3 but may authorise, in writing, any person (an 'authorised person')4 to exercise certain enforcement powers5.
An authorised person may enter any premises6 (except any premises used wholly or mainly as a private dwelling) if he has reasonable grounds to believe that any plant protection product is being, or has been, applied to, or stored on or in them, or transported on or applied by means of them and that it is necessary
