The Secretary of State and the Welsh Ministers1 may authorise inspectors2 to enforce in England and Wales the statutory provisions concerned with the restrictions on the use of pesticides harmful to wildlife3. Pursuant to this an inspector may enter any premises4 if he has reasonable grounds to suspect that he may find there evidence that an offence is being committed under those provisions5, require any person whom he reasonably believes has information about the formulation, effects or use of any substance found on the premises to give him that information6, and seize any substance found on the premises if
