Turning loose or wilfully allowing the escape of prohibited destructive animals is an offence1. The occupier2 of any land3 who knows that any animals in respect of which a prohibition order is in force4 are to be found on his land, not being either mink (in England) or any prohibited animals kept by him under a licence5, must forthwith give notice to the Secretary of State or the Welsh Ministers
