A competent authority1 may make such orders as it thinks expedient or called for by any EU obligation2 for preventing the spread of pests3 in Great Britain or the conveyance of pests by articles exported from Great Britain4. Such an order may prohibit the selling, or exposing or offering for sale, or the keeping, of living specimens of a pest, or the distribution in any manner of such specimens5, and may also direct or authorise:
(1) the removal, treatment or destruction of any crop6, or any seed, plant or part thereof or any container, wrapping or other article or
