A competent authority1 may make such orders as it thinks expedient, or called for by any EU obligation2, for preventing the introduction of pests3 into Great Britain4. The orders may prohibit or regulate the landing in Great Britain5 of articles of any description (and in particular plants, trees or bushes or any part or produce thereof) where it appears to the competent authority that their landing is likely to introduce a pest into Great Britain, and the orders may direct or authorise the destruction of such articles if landed
