172.     Contents of marketing schemes.

A scheme regulating the marketing of an agricultural product1 may contain provisions relating to:


    (1)     the constitution of a board to administer the scheme and the appointment by the board of an executive committee and the delegation of functions to that committee2;


    (2)     the registration of producers and the taking of a poll of registered producers on the question whether the scheme should remain in force3;


    (3)     the sale and marketing of the regulated product4 and miscellaneous other matters5;


    (4)     disciplinary procedures by which penalties
