A person may not in general1 act as a gangmaster2 except under the authority of a licence granted by the Gangmasters and Labour Abuse Authority3. A person commits an offence if he either acts as a gangmaster in contravention of this requirement4 or has in his possession or under his control false5 or improperly obtained6 documentation with the intention of inducing another person to believe that he or another person acting as a gangmaster
