A person acts as a gangmaster1 if he:
(1) supplies a worker2 to do applicable work3 for another person4;
(2) uses5 a worker to do applicable work in connection with services provided by him to another person6;
(3) for the purposes of a business carried on by him, uses a worker to harvest or otherwise gather agricultural produce7, to process or package agricultural produce so harvested or gathered8, or to gather shellfish9, so far as such work
