The Secretary of State and the Welsh Ministers1 are both empowered, after consultation with bodies of persons as appear to them to represent the interests of landlords2 and tenants3 of agricultural holdings4, to make regulations5 prescribing terms as to the maintenance, repair and insurance of fixed equipment6; such terms are known as the 'model clauses'7. The model clauses are deemed to be incorporated in every contract of tenancy except in so far as they would impose on one of the parties to an agreement in writing a liability which under that agreement is imposed on the other
