Every smallholdings authority1 must, before such date each year as the Secretary of State or the Welsh Ministers2 direct, send to him or them a report, relating to such matters as he or they direct, of its proceedings during the previous financial year3. There must then be laid before Parliament or the National Assembly for Wales, in each financial year, a report summarising the annual reports so submitted by the smallholdings authorities and of the Secretary of State's or the Welsh Ministers' own proceedings in relation to smallholdings
