In addition to his other powers1 the arbitrator may, in relation to any question of the deletion from a notice to do work2 of any item or part of an item on the ground that it is unnecessary or unjustified, modify such a notice by deleting any item or part of an item specified in the notice as to which, having due regard to the interests of good husbandry3 as respects the agricultural holding4 to which the notice relates, and of sound management of the estate which consists solely or partly of that holding, the arbitrator is satisfied that
