621. Maintenance and repair of improvements within Improvement Acts.

During the continuance of a charge, the person bound to make the periodical payments of such charge is liable to maintain the works in respect of which the charge is made, and he may, if necessary, enter on adjoining lands for that purpose1. If required, he must certify to the Secretary of State or the Welsh Ministers2 the state of the improvements3. He is also bound to keep insured against fire all improvements susceptible of damage by fire; if he fails to insure, the person entitled to the charge may effect the insurance at the expense of the person
