609. Investigation by the Secretary of State or the Welsh Ministers into application for land improvement charge.

If the Secretary of State sees or the Welsh Ministers1 see fit to entertain the application, he or they may appoint an inspector, who is to report, except where the proposed outlay is to be made in respect of planting only, on whether proposed improvements will effect a permanent increase of the yearly value of the land exceeding the yearly amount proposed to be charged thereon in respect of the improvements applied for
