Where a farm capital grant1 was made to a smallholdings authority2 in respect of expenditure:
(1) incurred or to be incurred in respect of certain works or facilities required to give effect to approved reorganisation proposals3; and
(2) qualified under the scheme for consideration for the grant within five years beginning with 1 January 19714,
the Secretary of State or, as the case may be, the Welsh Ministers5 may increase the grant by one-tenth of the relevant expenditure6. No increase can, however, be granted if the land on which the works are to be carried out or the facilities provided
