The Tribunal1 must consent to the operation of a notice to quit the whole or part of an agricultural holding2 if, but only if, it is satisfied as to one or more of the matters listed below specified in the landlord's application3, unless it appears to it in all the circumstances that a fair and reasonable landlord4 would not insist on possession, in which case it must withhold consent5. The matters as to which the tribunal must be satisfied are:
(1) that the carrying out of the purpose for which the landlord proposes to terminate the tenancy is desirable
