Holdings let by smallholdings authorities1 must either fall within what is known as the upper limit for a smallholding2, or must be let in accordance with the authority's reorganisation proposals3, approved by the Secretary of State or the Welsh Ministers4, notwithstanding that it appears to the Secretary of State or the Welsh Ministers that in the case of one or more holdings the upper limit would be exceeded, if it is represented by the authority, and the Secretary of State or the Welsh Ministers is or are satisfied, that the holdings are to be let as smallholdings
