The owner1 of land proposed to be compulsorily hired2 must, on the application of the council3, execute a lease of the land in accordance with the compulsory hiring order4. If the owner refuses or fails within one month of notification by the council to execute the lease, or if the owner cannot after diligent inquiry be ascertained by the council, the council must execute the lease in duplicate and forward one copy to the owner, if he can be found5.
