Rural Development Boards are established by order of the Secretary of State or the Welsh Ministers1, fixing the date of establishment and the boundaries of the board's area2. Notice of the proposal to establish a board must be given in local newspapers and a period of at least 28 days allowed for objections3. Objectors may propose on a variety of grounds that the area of the board be either increased or decreased4.
