County councils in England, and county or county borough councils in Wales, are the smallholdings authorities1. Smallholdings authorities must make it their general aim, having regard to the general interests of agriculture2 and of good estate management3, to provide opportunities for persons to be farmers on their own account by letting holdings limited in size so as to provide full-time employment for not more than the occupier and one other person, to persons satisfying certain requirements4.
