Before the commencement of any sanctioned improvements, detailed specifications and, in the case of buildings and in any other case if required, detailed plans or drawings, must be delivered to and approved by the Secretary of State or the Welsh Ministers1, whose officers may visit the site and report on the proposals2. The Secretary of State and the Welsh Ministers also have the power to inspect the improvements while in progress3.
