Where the Secretary of State or the Welsh Ministers1 is or are satisfied that a smallholdings authority2 is not satisfactorily exercising its functions3 they may:
(1) direct the authority to exercise its functions in such manner as is specified in the direction4; or
(2) by order transfer all or any of its functions to the Secretary of State or the Welsh Ministers5.
